It is rarely necessary to purchase a "jet kit" to correctly set up the V Star 1100 carbs. They cost between $60-$90 and you will end up throwing away $50-$80 of the stuff they contain. Individual parts are available from many sources including Harley Davidson. You can get a special screwdriver for adjusting the idle jet screws. Cost a bit though. I found it easier to take the carbs off to set them. Be aware that those screws only adjust the mixtures at idle and low throttle inputs. I would re-clean the carbs. This way you can inspect the internals to be certain that nothing is wrong.
With the carbs at an angle and the curved runners you will end up with imbalanced fuel mixture between the 1/4 and 2/3 cylinders. Mine always ran rich on 2/3 and lean on 1/4. On a fresh engine and a hot ignition system it'll run ok, although definitely not as good as 4 carbs properly tuned to their individual cylinders. Rejetting can be done by adding a Dynajet kit. Or, the carburetor can be replaced with a Mikuni, S&S, or other high quality carburetor. Some people prefer the stock CV Keihen carburetor because of its altitude compensating abilities: a constant vacuum carburetor is less sensitive to altitude changes than a slide carburetor like a Mikuni.
